SCOPE OF WORK

The study will include consideration of technical, economic, and social considerations relative to retrofitting work. It will also include consideration of innovative technologies to increase safety, reduce disruption and maximize economies of the retrofitting process.

By formulating realistic solutions to real buildings the project will provide valuable information to help owners and authorities to decide on approaches for retrofitting, not only for the subject buildings, but for other buildings in Bakırköy, in Istanbul and throughout Turkey.

The project will also provide owners of the 369 buildings with an authoritative appraisal of the performance of their buildings in earthquake, some practical options for improving the performance, and a good indication of the costs and disruption involved.

Because it is only a feasibility study it will not involve any detailed design or implementation of retrofitting work. That will be up to individual owners to decide. However, the results of the project will provide valuable information to the owners which will greatly help them in their decisions.

Although possible mechanisms for funding the retrofitting will be examined as part of the work, any decisions to assist with the funding of retrofit will be made by other authorities and are not part of the project.

Outline of Work to be Undertaken

The principal elements of the work are:

  1. Review the seismology of the region, particularly as it affects Bakırkoy.
  2. Review and further investigate the properties of foundation soils throughout Bakırköy to provide descriptions of soil profiles for each building.
  3. Determine the details of construction of each building, including concrete and steel strength for use in structural analysis.
  4. Review the socio-demographic characteristics of the owners/tenants and their evaluations on retrofitting, through a survey questionnaire .
  5. Use the results of the seismology review, soils properties and building information to carry out structural analysis and the assessment of the performance of each building in a major earthquake.
  6. Review and determine suitable structural performance standards and criteria that provide an acceptable level of life safety.
  7. Compare the assessment of each building with the required standard of performance
  8. Based on the results of this assessment, propose retrofitting solutions to improve the performance of the buildings to acceptable standards. Social and economic impacts of the retrofitting will be considered in determining the options to be examined and in formulating overall recommendations.
  9. Analyse the performance of the buildings on the basis that the proposed retrofitting has been done.
  10. Ensure that the retrofitted performance would meet the required standards/criteria
  11. Estimate the costs and benefits of various proposed retrofitting solutions, including the social, environmental and economic impact.
  12. Prepare a report describing the current status of each building and retrofit solutions considered. Assess costs and benefits of the various options. (Note “retrofit solutions” includes the option of demolition and building anew.)
  13. Make recommendations to the Turkish Government through the PIU and to the Bakirkoy Municipality on approaches to retrofitting, indicating the key findings of the study.
  14. Throughout all of the phases of the project, information on progress will be communicated to apartment owners/tenants and building managers. It is proposed to hold interactive meetings to listen to your comments and to answer your questions.
